Why a hallmarks framework applies here

Hanahan and Weinberg's move was not to list what cancer is, but to enumerate the capabilities a cell must acquire for malignancy to occur — each independently necessary, none individually sufficient, and each a distinct point of intervention. ENSO has exactly this structure.

An El Niño that warms the Pacific but fails to reverse the Walker circulation produces no remote harm. One that reverses circulation but fails to propagate teleconnections stays regional. One that propagates but meets an offsetting modifier does not land. The harm is the conjunction, not the anomaly.

This is the same logic that makes a risk factor a risk factor rather than a cause. It is why the strongest El Niño of the twentieth century produced a normal Indian monsoon, and a moderate one produced a national drought.

The organising principle

Each hallmark is a necessary capability, a measurable marker, and a failure point. Where the chain breaks, the impact does not occur — which is precisely where forecast skill and adaptive action live.

What the framework yields

Three consequences follow from treating ENSO impact as a conjunction of capabilities rather than a single cause.

Consequence I — Forecasting is multivariable, not univariate
A forecast built on Hallmark 1 alone (SST magnitude) will fail, because magnitude is uncorrelated with the acquisition of Hallmarks 7 and 8. This is the formal statement of the 1997/2002 paradox. Report the conjunction, not the index.
Consequence II — Intervention targets the modifiers, not the driver
Hallmark 1 is unmodifiable. Hallmark 9 is almost entirely modifiable. Adaptation policy that fixates on the Pacific is treating the driver mutation; policy that addresses irrigation coverage, crop calendars, and reservoir rules is treating the penetrance. One of these is available to a state government.
Consequence III — Attribution stays population-level
Because the hallmarks are jointly necessary and individually insufficient, no single season's outcome can be attributed to El Niño. The framework licenses statements about rates across seasons, never about this monsoon. Any tool built on it must enforce that boundary in its own output language.
