Hanahan and Weinberg's move was not to list what cancer is, but to enumerate the capabilities a cell must acquire for malignancy to occur — each independently necessary, none individually sufficient, and each a distinct point of intervention. ENSO has exactly this structure.
An El Niño that warms the Pacific but fails to reverse the Walker circulation produces no remote harm. One that reverses circulation but fails to propagate teleconnections stays regional. One that propagates but meets an offsetting modifier does not land. The harm is the conjunction, not the anomaly.
This is the same logic that makes a risk factor a risk factor rather than a cause. It is why the strongest El Niño of the twentieth century produced a normal Indian monsoon, and a moderate one produced a national drought.
Each hallmark is a necessary capability, a measurable marker, and a failure point. Where the chain breaks, the impact does not occur — which is precisely where forecast skill and adaptive action live.
